Do you receiving the message when you are trying to activate iMessage and Facetime?

See this Apple  article  ☞  If you can’t turn on or sign in to iMessage or FaceTime

Perhaps Is your Wi-Fi network Is unavailable?


You are using an unsupported carrier, and you will be charged for the background text messages used to activate FaceTime and iMessage.

It is your choice to activate knowing you may be charged, or to cancel and not use these features.

Or you switch to a supported mobile carrier.

You will want to look at the section “How to report suspicious emails, messages, and calls” and follow the suggestion for messages: “To report spam or other suspicious messages that you receive through iMessage, tap Report Junk under the message. You can also block unwanted messages and calls.”
