What happens when you try to connect? Do you get an error message? If so, what does it say?

Are you following the steps under "Connect to Personal Hotspot with Wi-Fi, Bluetooth, or USB" found here: How to set up a Personal Hotspot on your iPhone or iPad

If you're still unable to connect, it may be a limitation of your current TV. You may want to check with the manufacturer to confirm that this set up works with your TV.
