I don’t want to backup my photo library, but trying to turn it off shows “Do you want to turn off Photo Library backups and delete
the backup data from iCloud?”so does it mean it will delete the photos that are currently in my iCloud?

It sounds like you want to turn off Photo Library backups, and we're happy to help. If you turn it off, the photos will be deleted from the backup of your device in iCloud. If iCloud Photos is enabled as described in the following article, those photos would not be affected:
