Big Sur requires 35.5GBs of available space on the drive.

That's iCloud storage. What does Apple Menu->About This Mac->Storage indicate?
That is iCloud storage. It has nothing to do with your Mac's local storage. Please provide the storage space in Apple Menu->About this Mac->Storage
