A death and 3 Apple products. IPhone, IPad, Apple Watch What do I need to do

My long time friend of 56 years has died. Before his death he gave me his IPhone, IPad and Apple phone. They were purchased at ATT. ATT de activated his equipment when they were given his death certificate. They said I need to go to the Apple store to have them cleared and then reactivated. Then I can go to Verizon. Is this accurate?
