Backups are a great way to ensure your information is saved and recoverable. If you’re asking about application passwords such as third-party apps that require a login, and shown in Settings > Passwords on your device, or passwords used to log in to websites. Those would save in the iCloud backup if you’re not using iCloud Keychain. If you have iCloud Keychain enabled the passwords would sync to iCloud versus be saved in the iCloud backup.
