Two Things:

A. Apple's Server Error:

According the various reports on these forums, Apple is currently having issues with their services. So, give it a few hours.

B. Whom to Contact:

Speak with your Carrier, as they are the one who configure your SIM Card.

Is "No Service" shown on the top-left corner of the screen? If so, go here: If you See No Service or Searching on your iPhone or iPad - Apple Support

What is the exact error message that you see on your computer screen?
