Why social media apps not working on ios 10 and less?

Your iPad Mini (most likely a 1st generation model, firstly released in 2012) cannot support iOS versions past 9.3.5, because of hardware (CPU/RAM) incompatibility.

The vast majority of 3rd party apps require now a more recent iOS version, sorry.
