I’m try to assist my iCloud account and I have my password but the phone number it’s associated I don’t have it anymore how can I get my account back

If the Apple ID and password is known to you , and the 2FA account was created from lost iPhone .
It depends what restrictions were set .
( a ) device passcode was turned on Set a passcode on iPhone - Apple Support
( b ) Find my feature was turned on Activation Lock for iPhone, iPad, and iPod touch - Apple Support
( c ) also if iPhone was synced with other device like Mac and you have not removed the iPhone and erased it and removed from account What to do before you sell, give away, or trade in your iPhone, iPad, or iPod touch - Apple Support
