It's hard to say the why behind this occurring, since we don't know many details other than what you've provided.
With that said, you did come from a good place for steps to update your payment method: Change, add, or remove Apple ID payment methods
You can check to make sure its an acceptable payment method through Apple: Payment methods that you can use with your Apple ID
In case you've been added to Family Sharing, the billing or payment will go through the Organizer's payment method. Unless, you've added funds to your Apple ID. In which case, it should pull from your Apple ID balance first, then charge the Organizer's payment method next.
This also may be helpful for you: If your payment method is declined in the App Store or iTunes Store

I honestly don't know what the problem is. It says they accept most credit cards and debit cards from my country it won't accept my card. I can't use Paypal because the countries are different from the ID and Paypal. I can't use apple pay because I'm not im the US and my bank says it's been approved so i really don't know.
