What do I do if my phone took an app off because I don’t use it often, has the cloud next to it, I go to get it back and it’s no longer available in the store, I go to my purchases it’s not even on my purchased list

Maybe you can get this app from the developer themselves? So, contact the developer (research the app on Google), asking them how to install it from their site. Things may or may not pop up. It is is on their server, then I would expect it to pop up.
If it’s not in the App Store, then there is no way to access its data.
So all my stuff in that app is gone?
