I can’t reach the seller of this Apple Watch how can I use it

How can I get my phone connected to the Apple Watch I purchased from someone if I can’t reach them to unlink it from their account?

The original owner will need to unlock the device: https://support.apple.com/en-us/HT205009

Return it or responsibly recycle it.
