Yes the M1 Mac Mini can run dual displays in Extended Desktop Mode.
Yes in Extended Desktop mode, you can move App (program) panels to whichever display you like.

I do not yet have an M1 Mac Mini and when reading/searching on the Apple Community Discussions, I only found one thread where the OP was asking how to connect three displays for a flight sim to his M1 Mini.
Searching with words like non-mirrored dual displays gave me no clear results other than; yes, you can connect one display to HDMI and the other display to USB_C - mirroring the displays. I even searched on Apple's hardware pages for MI Mini:

and no mention of mirrored displays or extended displays. I must start thinking "support.apple.com".
Even my old Mac running Yosemite 10.10.5 gives me Extended display ability.
