If I log into my old Apple ID will I still be able to logout of it and get back into my new one? I recently had to create and restart my whole phone because of a hacker I’m having a hard time getting back into some of my apps because of the password but I have all my passwords in my notes do you think everything will all still be there in my old iCloud?

Yes, but you need to be careful about merging things you may not want to merge so carefully read what each notification screeen is asking you to do about keeping data.
As for what data will be there, only you can tell that. We don't really have any details behind what this is all about.

If another Apple ID is signed in you may need to enter the password for that ID to sign out of that ID first.
