Recently on my iPhone and iPad safari will not load any web pages (sometime it does incrediblely slowly) but google and chrome work just fine and are super fast. I know it’s not a network problem because it’s the same thing no matter what Wi-Fi I’m on or if I’m using cellular

Try this procedure:--> Clear the history and cookies from Safari on your iPhone, iPad, or iPod touch - Apple Support. When done, restart your iPhone.
