Headphone volume safety warning will not stop

Since updating to iOS 14.8..1 from 14.8, I am getting the headphone volume safely limit warning constantly. It will keep doing it after my headphones are removed, I have no media playing and volume is turned completely down!


My option to turn off the warning is now gone, replaced by the chart without the option to turn off the warning, and I'm not in the EU o any other place where this could be the fault of anyone but Apple.


This essentially makes my iPhone useless to me. I got it to listen to music in one ear because I'm bed bound and unable to even sit up much of the time, I listen to audiobooks around the clock. My hearing is good, so I listen at a low level, but what about people with hearing challenges? This seems very discriminatory. Who is Apple to tell me how much volume I need in order to hear?


Updating to iOS 15 is not an option since I can't confirm it will work Catalina and I won't upgrade to Big Sir or Monterey because every update just disables more things that I need.


How can I stop this warning from coming up inappropriately? (Never mind the fact that it shouldn't be there in the first place,)


This is pretty much my tipping point. If this isn't fixed, I'm done with Apple products after decades of installing them in businesses around the country.

UPDATE:

I found the option to turn these off in Accessibility>Audio/Visual>Headphone Notifications and did so. Hopefully that will fix this for me.


However, just because there's a workaround doesn't mean the bug is fixed. Assuming the Draconian removal of the option was somehow justifiable, it shouldn't pop up a notification (with sound that adds to my already "dangerous" dB allotment, ironically) every 5 seconds when there is no media playing and headphone/ringer volume are both turned down all the way.
