Could you explain a little about the situation you are seeking to resolve?
Both changing an email address associated with an Apple ID, and changing an Apple ID password, are possible.
But migrating contents—or migrating an Activation Lock, if that's possibly involved here—from one Apple ID to another is not something that Apple permits.
