Because you you bought iCloud+ storage and not more storage for your iPhone.
Internal iPhone storage cannot be increased.
iCloud+ storage can provide you with a place to offload some of what you cannot fit onto your iPhone.
An iPhone with insufficient internal storage for your current or future needs can only managed and offloaded.

Probably is your phone and not iCloud telling you that. See What's the difference between device storage and iCloud storage? - Apple Support

The phone may be referring to iPhone storage space, not iCloud space.
iCloud storage doesn’t add storage to your phone.
