I recently upgraded my phone and realized Game Pigeon wasn’t transferred over and tried to download it in the App Store and the iCloud icon would just keep popping back up without it downloading the app, so I checked my iPhone Storage to see that the app was already there, but offloaded. The problem is that it won’t load to give me the option to reinstall the app. How do I fix this?

Use WiFi, Instead:
I see that Cellular is being used. Disable Cellular in Settings, and then enable WiFi.
