Read Receipts Toggle button

Hi,

I noticed another user asked this same question in February, but IMO, was not answered correctly. Can you please confirm, if this is indeed valid:

I send a text and it is delivered in a green bubble. On the receiptients Detail page, under their name, in contacts - if the Send read receipts TOGGLE IS NOT THEIR, have they blocked me?
