Forgotten Screen Time Passcode

I have followed the instructions above for resetting a forgotten Screen Time passcode, but they do not allow me to enter a new Passcode. I know my Apple ID and Password are correct, because I have signed into my iCloud account.

At the time I posted my question, I was new to this website, so I had not read the article you mentioned. I did read it, and many others relating to the same problem, after I looked around on the website. Your response was not helpful, nor any of the other responses provided to others. Obviously there is a bug, yet no one on the site ever mentions that.
