My mom destroyed her ipad and I want to give her my old one. When I try to restore her files, it says my old ipad doesn't have the correct operating system. Since its an older ipad, I can't download OS 14. Is there any way around this?

An iCloud or iTunes backup can be restored to a device that has the same or higher version of iOS/iPadOS. You cannot restore to a device with an older version than the device that created the backup.
The only available workaround is to copy individual files from one device to the other. This will only move individual files - and not device settings.
