Is this email from Apple a scam?

Did Apple push out a hotvpn link this morning? When I got up this morning my phone required me to reset my password then immediately sent me a prompt to download the hotvpn app. I thought it was a security push from Apple, but when I checked my email, I got a notice that someone had requested a password change on my account at 2:30 in the morning. Is this a hack?

Apple doesn't push VPN links or links for other software not included in the IOS.

You might want to consider changing your password and making sure it is a strong one. You can also add 2 Factor Authentication to your account for more security. If the attempts continue, you might want to consider a name change.
