Do all phones arrive with the newest iOS release?

This month, December 2021, I am ordering new iPhone 12s for my company. The UPC for the devices which arrived yesterday is 1-94252 02779-0. Since iOS 15 was released 09/20/2021, should I expect that all of the iPhone 12s I receive going forward, will have iOS 15 and above on them?
