I can’t change my Apple ID, I’m can’t log in or out of my old one.

Why can't you?

Sign out of the old account if necessary; sign in with the new one.

If another Apple ID is signed in you may need to enter the password for that ID to sign out of that ID first.

See if you can recover the ID/password. Use every email address you can think of.

Apple ID - Find  -       

If you forgot the Apple ID (iCloud) password, enter the Apple (iCloud) ID, and click Forgot Password on the sign in page. See if you can get a Rescue or Notification email option if necessary. Link to contact Apple Support at the end of the 2nd article.

If necessary, if you are the original owner, contact Apple. Apple can remove the ID  if provided the required paperwork to include the original purchase receipt with the serial number on it. 

Request additional support for unlocking your device.    -

You used to be able to take the device, the original purchase receipt with the serial number, and a photo ID to the nearest Apple Store (if it has reopened) and have them remove the ID. This may have changed, so call the store before going to make sure they can help.

How to recover my old Icloud user name, its says on my old ipad r*****@cloud.com, and I cant remember my password also. so my old ipad is locked and is worthless. I gave this ipad to my father in-law two years ago to have and use at his house to pay bills and look at his mail and cruise the internet through his WiFi login.
