Help Setting up Apple ID for child.

I want to set up an Apple ID for a grand nephew, age 1, so that the old iPad we are giving him for Christmas can be managed by his parents. Is there a way to create an .iCloud email address for him and use that for his Apple ID? I had originally thought about using a new gmail account, but according to Google, that could only be done by the parents setting up a "google family" account. Thank you in advance.
