Since my previous post seems to have gotten cut off:
I am not having any problems with message threads or images on my 2017 MacBook. Everything seems to be there.
I’d ask for further advice but everyone seems to be perplexed just like me.
After I Updated my phone somehow my “MMS Messaging” in my “Message” settings. I turned it on and there were all the pictures. I hope this helps someone!
It would be nice if apple actually addressed this rather than the stock standard “update thus update that blah blah blah”
my phone is the latest, my software is the latest, my connnection is either 5g (200mbps or greater) or a fixed line connection of 100mbps or greater).
the dozen upon dozens of people posting here are asking for you to do you job and fix the bug.

This is totally acceptable. I have had this problem on and off for at least 4 years. This only goes to show that Apple is respectful of it's users. I bought my first iPhone in 2008 and although my current phone is a 2012 Pro, I managed to convince my family (with in laws) of nine to use iPhone, iPads, Mac, HomePod watches, Airpods etc.
Why should I be erasing and then resetting my phone to fix what I as a lay person assume is a software problem.
The question mark issue may have fixed itself when I changed phones.
Yesterday 01/10/2023 I sent some pics that I took to my company. Today they all show the "BLUE question mark". Will this issue be ever fixed? Why does it affect some phones and not others. It is frustrating!

I have the exact same problem, I would say for more than two years now!! I spoke with different people at apple and nobody was able to fix this issue. It's so strange that they never fixed this bug as it is obvious to me that this has nothing to do with the connection or IOS being updated. I changed my phone but the problem still exists. It's so weird that in all this time I can see all those photos on my 2017 MacBook with no issue!!!
I tapped on the most recent photo in our thread, and then shuffled through those photos (swipe right), and then returned to the thread and then all the “?” became a pic again.
But was yours restoring from 16 back down to iOS 15?
Has anyone gotten a resolution? Mine just got screwed up too. I was told on the phone updating to 16.3 from 16.2 would fix the bugs, it didn’t, did the toggling on and off stuff. Now it’s supposedly re-downloading from the cloud, I doubt it’ll work. Anyone?
I opened the most recent photo within the question mark thread. Then I swiped right thru as many photos as I could. Then I closed that thread. Then I went back in and all the photos reappeared there. It helps if you are using the iCloud as your backup, and if you still have some good memory (at least 5 GB) left on your iphone, in order to process the pix quickly.
Unfortunately the swiping isn’t working. Were the photos all showing up in iMessage on other devices? Thank you
No. So far so good with updates- albeit some common complaints that are eventually corrected. I’m at 16.3.1. & STILL HAVE question marks ? right now in my text message photos!
What I’ve learned is if you cycle “successfully” through enough updates many issues are corrected!! Apple has to know- just has to be a question of “When?” Hoping a “fix” is on the way!
I am having the same issue. No problem with other apps, just with messenger. And i have my wifi on, sms is turned on in the app and i have the most up to date IOS.
@bryanr14 your suggestion doesn’t help at all. I’m sitting here in big 2023 with iOS 16.3.1 and yet I’m also having this issue
People are still having this issue while on a wifi signal and with me it started with the new update of 16.3.1. This is a glitch in Apple's software. Why is no one fixing it. Its now April 2023 and issue started in 2021. Where is Apple support?
