I've used the "Reset Network Settings" option to remove the local backup encryption. iTunes is still requesting a password to uncheck the "Encrypt local backup" even when I don't have any backup.
Here is the page that states this option removes the encrypted backup password:
It appears there is an error in the current version of About encrypted backups on your iPhone, iPad, or iPod touch - Apple Support. Where it reads:
2․ Tap Reset Network Settings and enter your device passcode.
It should read:
2․ Tap Reset All Settings and enter your device passcode.
Try again using the right reset and see how you get on.

According to the support article your other saved passwords are preserved:
3․ Follow the steps to reset your settings. This won't affect your user data or passwords, but it will reset settings such as display brightness, Home Screen layout and wallpaper. It will also remove your encrypted backup password.

It says cards, keys and passes will be removed. Any idea what’s being referred here?

No, they aren’t. If you click on the link for iOS 11 and up, you’ll notice it’s the same I’ve posted.

Do you know if all the passwords that are saved in the iphone will be lost if I do that?
If you use Apple Pay then any cards you've registered will have to be set up again. I've no experience using my iPhone for keys (car?) or passes, but I would assume the same goes for them.

You will delete all of your wireless passwords. I'm very disappointed with Apple, only giving partial information. It would be nice to just make a new encrypted backup password.
