How can I unlock my phone was purchased through Apple, AT&T won’t unlock it

iPhone 7 Plus, iOS 14

If it is locked to AT&T then only AT&T can unlock it. Nobody else can. Apple cannot carrier unlock any device as they don’t hold the lock.

What reason did AT&T give for refusing your unlock request?
