Hi I am over the age of 18 but I can’t turn on app tracking when I go from settings>Privacy>Tracking. I’ve tried to log in and out and restarting my phone but I have no idea what to do

The person who set up the restrictions must do that … if (s)he chooses to do so.

Check your birth date.
Update the birth date associated with your Apple ID - Apple Support
Are all these set to “Allow” in Settings > Screen Time > Content & Privacy Restrictions?
I have multiple times to make sure and it is still an issue thank you for the suggestion though
Regardless of age, if your iPhone is restricted, it may have a content & privacy restriction placed on it.
How do I unrestricted it?
Thank you I am still a little confused since I set up the device and I don’t remember setting up parental controls
