I redeemed a promo from target for Apple TV+, when I did it didn’t make me create a login for Apple TV . How do I create a login so I can access this on other devices, or what would my login be?

The offer would be for an Apple ID account, not tied to any specific device.
On your Apple devices, use the same Apple ID account, and/or sign in to the TV app with that account.
On your non-Apple devices with the Apple TV app, sign in to the Apple TV app with that account.
On the web, sign in with that account.
