I can’t remove a bogus family member, or manage any of my family members for that matter

If the “bogus” family member is attached and can’t be moved, I’m thinking possible child account https://support.apple.com/guide/iphone/add-or-remove-family-sharing-members-iph8f958ab3f/15.0/ios/15.0

if you have problems with management you could try removing the adult accounts (including teens) but could just be the screen time settings https://support.apple.com/guide/iphone/set-up-screen-time-for-a-family-member-iph7f15d92dd/15.0/ios/15.0
