You can drag and drop the folder from finder > iCloud > Desktops to download folder or to other locations as described in the article Work with files and folders in iCloud Drive – Apple Support

And then sign out old lap top Sign out of iCloud on your iPhone, iPad, iPod touch, Apple TV, or Mac - Apple Support

The two Mac must be on the same network , make sure iCloud Drive and desktops and documents box should be turned on Use iCloud Drive to store documents on your Mac and iOS devices - Apple Support
