creating sub folders in notes

How do I add/create sub folders in notes. When I googled it, it said to drag and drop one note into another. It didn't work.

These are the instructions, if you're using iPadOS 15 or later on your unidentified iPad:--> Search and organize your notes in folders on iPad – Apple Support (UK)
