Cannot install OS after erasing disk for resale

After numerous tries I am still not able to re-install the OS (El Capitan) on my Late 2015 iMac after erasing the SSD for resale. Right now I'm getting the question mark (?) symbol. If I restart in "Recovery Mode" I was able to erase disk and run first aid without any issues. If I try to re-install the OS it goes through the download process, appears to have worked, then when it should restart it tells me "OS could not be installed on your computer." This has been a nightmare as I had someone wanting to buy this Late 2015 iMac. Please help!

Yes, I was running Catalina for the past few weeks. And yes, I have a MacBook Pro M1. But I got it going after 4 hours of trying. Oddly enough, this actually worked:
