Even tho I deleted everything my storage is still full
how do I fix this
Did you empty the trash after deleting?

What storage are you talking about? Which device? (I am assuming a Mac since this is posted in "macOS High Sierra").
- Storage on local hard drive?
- Have you emptied the trash after deleting the files?
- Check "About this Mac" and there in the drives section you can see which category is taking which amount of your drive space
- iCloud storage
- Check in system preferences in the Apple-ID/iCloud settings what is taking up the space and then delete accordingly what you don't need/want
