How can I send and receive money after it says I’ve been restricted

Restricted Apple Cash accounts are not able to send and receive money in messages.
If you check the Wallet app, you can confirm the alert "sending and receiving money in messages has been restricted"
You will need to contact Apple support and speak with an Apple Cash advisor, and they will need to transfer you to an Apple Cash specialist to hopefully get your account unrestricted.
