family sharing iCloud

my wife is on my family sharing plan but when she clicks iCloud + on her iPhone 7, it asks her to upgrade....what gives?? I thought it would automatically upload her photos in iCloud...

Just being in the same Family Sharing group does not automatically share storage. If you haven't specifically shared storage and want to, see the instructions in Share iCloud+ with your family - Apple Support
