Move dock shortcut

On my iMac under macOS 11.6 I created a shortcut to a particular webpage by selecting the URL and dragging it to the right side of the doc (the part to the right side of the divider). I have two questions:

Is it possible to move the shortcut to somewhere in the left side of the dock?
Can I change the shortcut's icon?

No to both questions. However, if you drag the URL to the Desktop and then into the Dock you can change the icon of the .webloc file.
