iPod touch will not factory reset it keeps saying disabled for 15 minutes

My daughter got a brand new iPod touch seven generation. She locked her self out within the first 10 minutes of having it. She can’t remember password and every time I try to factory reset it says the iPod touch has been disabled for 15 minutes. I removed it from my IRA tunes account, I can’t seem to get it to factory reset. Does anyone know how to force reset without using the buttons.

If you forgot the passcode on your iPod touch, or your iPod touch is disabled - https://support.apple.com/en-us/HT211080
