i’ve deleted over 500 videos and a few apps from my iphone 8 but it’s still says 63.7gb of 64gb used. i’ve restarted my phone a few times, sometimes without visible apps (apps are still there but the thumbnails are invisible).

Try this -> if you are using Screen Time, go to Settings -> Screen Time -> Content & Privacy Restrictions -> iTunes & App Store Purchases -> Change Deleting Apps to Allow.
