I have tried all of the recommended ways to disable Emergency SOS. On my iPhone 13 pro with iOS 15.2, I have turned off "Call with Hold" and it still triggers the Emergency SOS when I hold both buttons.
I need this feature disabled!
The buttons are very sensitive and I have almost called emergency SOS in taking my phone out of its holster.
How can I permanently turn off or remove this feature entirely?

The process is given below and I am not clear how this "process" can happen while taking the iPhone out of the "holster".
Call emergency services
Press and hold the side button and one of the volume buttons until the Emergency SOS slider appears. Drag the Emergency SOS slider to call emergency services. If you continue to hold down the side button and volume button, instead of dragging the slider, a countdown begins and an alert sounds.7 days ago

My original reply (below) is not being posted. I suspect apple does not want you to know their software ios 15 does not work as shown in Settings. I am returning the iphone.

"So, if I understand you correctly, using the slider to turn off "call with hold" (see screenshot), we should expect no change in the behavior of the buttons. Basically, that this slider is not functional and I am forced to see the emergency slider no matter what. This does not seem correct.
Both the left and right buttons are position such that when I remove the phone from the protective case "holster" I often press both buttons and am greeted by three choices - slide to power off, medical ID and Emergency SOS.
If the slider that is supposed to turn off this festure is non-funtional, can I return this defective product for a full refund and go with a product that does not have this defect? I will comtact Apple support by phone and report their answer."
