Hello I can not set Apple pay on iPhone X of my mother in law with iOS 15.2. Can you help me where could be the problem?

👉🏼 Pay supported locations.

👉🏼 Pay participating banks.

👉🏼 Can’t add cards to Wallet for Pay.

👉🏼 Payment method declined.
