There is no such thing as a 3s. There was a 3G and a 3Gs.
The 3G topped out at 4.2.1 and the 3Gs topped out at 6.1.6.
Both are pretty much worthless now as you can't get apps that will run on them any more and the 3G networks will be shut down entirely in 2020 meaning you can't even use them as phones.
