Are you referring to using FaceTime over a cellular network? If you are, then the answer is YES you can. Ensure that FaceTime is permitted to use your cellular network by opening Settings ➔ Cellular ➔ (Scroll Down) FaceTime: Ensure that this is set to ON.

Most carriers support FaceTime over cellular data.
Unless your carrier has limitations, yes, you can FaceTime, Zoom, etc over cellular data.
