Can you charge iPhone 13 with old chargers
Yes you can, but depending on their wattage, you might see that the charging procedure is slow.
A 20W power supply is optimal for an iPhone 13, but you can use also a 96W Apple accessory since the charger doesn’t “push” power; it just supplies the power “drawn” by the device.

I have last years iPhone 12 Pro which came with a USB-C to Lightening Cable, and I use USB-A chargers, and cables.
I've own iPhones since the iPhone 4s, so I have a ton of USB-A to Lightening cables, and USB-A charging bricks. I have charged my iPhone 12 Pro using any and all of these devices and cables, as well as an Apple 20watt USB-C charging brick. This includes my car's round cigarette lighter to USB-A charger.
In addition to the above, newer iPhones ship with USB-C to Lightning cables, and you’ll need a different Lightning cable if you’re thinking USB-A-era “older charger” here.
