I'm not able to delete certain tabs and tab groups on my iMac for more than a few seconds. After I delete them they open up again automatically, presumably synchronizing from iCloud. They keep rising from the dead.

After closing the tabs on your iPhone, quit the Safari app on your Mac, then hold the Shift key while launching the app again. Do the closed tabs still reappear?
If so, restart your Mac in safe mode, and test again there: How to use safe mode on your Mac

Opening in safe mode, they were there again but upon restarting normally they were gone.

I was already using iCloud tabs. As instructed, I went to another device, my iPhone running iOS 15.2, and deleted the "zombie" tabs in question. They did disappear from the phone but when I returned to my iMac, the tabs showed the same behavior: immediately being restored after deleting.
Same problem here, I delete the tab group on my phone , it goes away. I delete it on my Mac and one second later it is resurrected.

Do you use iCloud Tabs? You can learn more here: Set up and use iCloud Tabs
If so, are you able to close those tabs and groups on another device?
Also, restart your iMac, and test again.
