Why do I have to purchase old apps I have already downloaded?

Did yo make a new AppleID? Apps are tied to the AppleID used to purchase them.

Also, some app updates are for fee updates. That is up to App developers. If they decide their newest and greatest release is significant enough that their users should pay for it, then they can charge for it. Apple has no say in how any developer runs their business.
