not able to download the new software on my phone It’s not highlighted for me to download what do I need to do because I have Apple Pay and it’s not letting me except the money to my bank account
You only need iOS 11.2 or higher to use Apple Cash. So, if you have Apple Cash set up (https://support.apple.com/en-us/HT207886), and have iOS 11.2 or higher, you should be able to transfer funds.
To keep your phone up to date go to Settings> General > software update
