I’m in a situation where my parents forgot the screen time passcode pin and me being almost 19 would like to have my game timer and sign out lock free. They will not provide their email password to get the pin nor help. Is this legal and how can I get my device free from their control? I am an adult and they are not being reasonable. I can’t sign out of my device without the code.

then there simply is not much that you can do. Knowing their Apple ID password will not help recovering the Screen Time passcode. If they forgot their Screen Time passcxode, then the only way to unlock it is by using the steps in the 'How to reset the Screen Time passcode for your personal device' section in:
